Reviewed hydrological data to assess changes caused by a new upstream diversion project.   Designed, installed, operated and rated automatic 3 auditing standard remote river gauging stations sites. Prepared a sediment transport model, and carried out a sediment sampling programme.  6 man-months.

Prepared teaching and demonstration materials for a 5 day regional workshop on EIA for regional MRC staff.  Constructed hydrological models for a “hands on” examination of the underlying physical processes.   Examined affects of impoundments and barriers on the fishery. Brought together regulators (STEA, and line agency environmental departments),  agencies affecting the river (mining, hydropower, and irrigation schemes) and donors (SIDA, World Bank, WWF). 2 man months

Review 1993 EIA and new Project Technical Proposal.  Evaluate using a Nam Leuk “Impact Model” and prepare a EMP, SAP and EMP.  12 man months.

Investigate a selection of weirs and other water barriers in Mekong tributaries in Thailand and Lao, and prepare a proposal for designing low cost generic fish passes for low weirs, and alternative solutions for high weirs.

Reconnaissance investigation of important weirs including Pak Mun, Theun Hinboun, Nam Song, and many small weirs in the Nam Mun basin.  Design trials.   0.5 man month.

Investigate the impacts of the Nam Song Diversion on affected people, and devise an appropriate programme of mitigations and compensation.

Develop a methodology, carry out field work, deploy light aircraft for survey, analyse data and write a Strategic Social and Environmental Impact Analysis Report.  5 man-months.

Review of existing  environmental impact assessments, prepare and carry out an investigative programme to improve as necessary, rectify deficiencies and generate social  action plans, environmental management plans, resettlement plans and minority  peoples development plan for the proposed hydropower project. Devise compliance monitoring procedures.

Field work and desk studies to determine whether  the SS3 Project had negligible social and environmental impacts, and was therefore a sound investment. 4 man-months.

Review existing situation in which there are numerous problems of unmitigated social and environmental impacts, review operations of THPC’s present Environment Management Committee & devise a 10 year plan to rectify.

Determine the rates of decomposition of biomass material flooded by reservoirs in conditions typical of Lao PDR.

Assess the volumes and classes timber for each species of commercial timber tree in Vientiane, Saynabouli and Xieng Khouang Provinces using an aerial photogrammetric method.

Develop a methodology, deploy light aircraft and small format sampling cameras, analyse canopy for tree species and stem diameters by application of results of calibration plots. Create species identification keys.  Perform inventory surveys over SFE 6/9 and Xieng Khouang Province.  56 man-months over 3 years.

Assess numbers and distribution of flamingo on Lake Natron.  Report on the likely affects of a diversion of water into Lake Natron, an internal drainage basin subject to extreme inter-annual variations in level.
